Project title: Promotion of the Solution of the Legal and Social-Economic Problems of the Community Vulnerable to the Migration of Mady Aiyl Okrug (local authority) in Osh Oblast, Akman Ayil Okrug in Jalal-Abad Oblast of the Kyrgyz Republic’.

Project goal: Needs and demands of the communities of AO Akman in Bazar-Korgon district of Jalal-Abad region and AO Mady in Kara-Suu District experiencing the negative consequences of migration are taken into account in decision-making at local and national levels. - Members of migrant families (wives, children, and elderly parents) of AO Akman and AO Mady are aware of the consequences of migration, their rights and responsibilities and the can act according to the situation.

Project results:

1) In the communities of AO Mady and AO Akman there are 2 Initiative Groups (hereafter IGs) with 17 members who conduct constructive dialogues with local authorities for the protection of social rights of community members.

2) IGs are guided by the provision on ‘Mechanisms and Principles of the IG’ and the strategy and tactics of advocacy.

3) IGs work closely with stakeholders to lobby the interests of community members.

4) Activities on the protection of social and political rights of the migrants’ families and other socially vulnerable members of the community were integrated into ‘Strategic and Investment Development Plan of Social-Communicative Infrastructure of the Locality for the Period of January 1, 2013 to December 31, 2016’ in AO Akman and AO Mady.

5) In order to solve the problems in the community, IGs made 21 requests to AO (Mady - 9, Akman -12), 17 appeals of them were resolved positively, one was refused, 3 are pending.

6) IG members have 7 imposition decisions of local authorities to protect the interests of the community.

7) SHGs (24) that carry out activities in AO Akman could nominate one of the members of SHG Boronbaeva K. for the position of deputy of the local council and with the support of SHG members she became a deputy of the local council among other 20 men.

8) According to the analysis of the survey upon completion of the project, 50% of 4602 respondents noted their awareness about the rights of migrants, about risks of migration and the conditions of the hosting country. Here are some examples: - 43% of survey respondents participated during the campaign. - 41% of respondents participated in outreach meetings with the lawyer. - 42% of respondents watched the video on disks with information on safe migration. - 38% of respondents received information materials.

9) Series of advices were organized for people to help them in the solution of 293 questions. 50.8% of issues were resolved, and 48.2% are under consideration.

10) 14.5% of the 450 potential migrants eager to learn Russian language took a course of Russian language organized by AO Mady.

11) In AO Akman 9 Russian language teachers were trained on how to organize language courses.

12) A database of people in need of social and legal assistance, covering 9182 families living in the project area was created in the first project period. At the end of the project in December 2013, 4602 community members (3002 in AO Mady and 1600 in AO Akman) were re-interviewed, for determining the impact of the project.

13) Local authorities put targeted efforts to assist families and children of labor migrants.
