The legal assistance provided to the villagers of the project area under the project ‘The Introduction of a Combination of Traditional and Modern Approaches to Prevent Conflict in the South of Kyrgyzstan’ which is being realized by Women’s Public Union Erayim and financed by the international German organization Bread for the World (Brot für die Welt) is a good omen for the villagers.
The residents of the project, namely the residents of the villages of Akman and Bazar-Korgon of Bazar-Korgon district in Jalal-Abad province, appreciate this help. Residents of these villages express their gratitude to the legal adviser of the project Gulnara Tashieva for legal assistance and counseling. SHG coordinator Kishimzhan Boronbayeva noted that people who received legal assistance specifically come to the regional office of WPU Erayim to express their personal gratitude to the lawyer and wish her success. According to the lawyer, Gulnara Tashieva, many people applied for legal assistance this year, the exact number of people applying she cannot say for sure, but a lot of help and counseling services were provided, since she receives at least five or six people every day. She accepts them all, determines what kind of help they need and provides all possible assistance.
She recalls how the residents of the villages of Akman village district gathered and organized a meeting with a lawyer for clarification of the new bill on allowances for children and teenagers which was being considered in the Jogorku Kenesh (Parliament). That meeting was held in the village of Zheti Koshkon. The meeting was attended by many people who actively asked the questions, and at the same time made their proposals to the new bill. For example, under this bill, the mother of the child receives a lump-sum payment at the birth of the child at the amount of 4 thousand soms, and upon reaching the age of three, the child is provided with 700 soms a month, if there are more than three children in the family, then at the age of 16, the monthly allowance will be 500 soms. "Of course, this is good, we are happy about it, but where does this money come from and where is the source of this allowance?" was the question they raised. It was estimated that 8 billion soms a year would be taken out of the state budget for allowances.
“This issue is indisputably important; therefore, it requires a thorough discussion. I, in turn, introduced them to the provisions for receiving allowances and gave information on relevant documents that needs to be collected and formalized to receive a one-time allowance at the time of the birth of the child and a monthly allowance,” says the lawyer G. Tashieva.
In addition, people come with controversial land, alimony, housing and many other issues. She noted that everyone who applied for help received assistance, and even there were cases when she participated in litigation for the positive resolution of issues.
