The year 2019 was declared the Year of Development of Regions and Digitalization of the Country, a lot of serious work has been carried out in Akman rural district of Bazar-Korgon district. This was interestingly told by the Head of Akman Aiyl Okmotu (a local authority) Marcel Kokonov at the round table. The round table was held with the participation of activists of self-help groups created and working within the framework of the WPU Erayim’s ‘The Introduction of a Combination of Modern and Traditional Approaches to Prevent a Conflict in the South of Kyrgyzstan’ project, supported by Bread for the World (Germany).

- We approved a work plan of 25 points, 23 of which have already been completed - the head of the Akman municipality began his speech. - I’ll dwell on some of them, for example, the issue of street lighting has almost been resolved. Electricity lines to new housing estates also continue installing. We will finish this work before the onset of winter. But it should be noted that the allocation of new land for the construction of housing for young families also continues, which will require further work on the transmission lines to new homes. The issue of clean drinking water has always been considered an acute problem of the village, but at the moment, the solution to this problem has positive changes. Work is underway to write a project to ensure the villages of Kolot and Tash-Bulak with clean drinking water. There are three houses of culture in the municipality. Overhaul work was carried out. We worked hard on the issue of resuming the UPS (uninterruptible power supply unit). Because, in recent years, there is a shortage of irrigation water, and the need for UPS works is born. Since our people receive their main income from agriculture, there is a great need for uninterrupted irrigation water. We have sufficient experience in attracting investments. Within the rural district, poles for power lines have been installed for 13.5 kilometres. A new feldsher-midwife station (FMS) was built in the village of Kolot and put into operation. A sewing workshop was also commissioned, providing 12 women and young girls with work. 60 per cent of the local budget of the rural district is allocated to education. Funds from the rural budget are spent on school repairs, on the nutrition of students and the payment of electricity to teachers. In Kaiyrma village a 50-seat standard kindergarten was built. Cooperation with Al-Salam Foundation will continue. He also added that this year the budget of the rural district is 8 million.

After the Head of Akman rural district gave brief information about the work done, the participants of the round table asked their questions.

A resident of Tash-Bulak village Sagynbaeva Tazhikan complained that very little attention was paid to their village. Because in the village there are no social facilities except nine-year elementary school. In a village where more than 100 houses, the roads are in very poor condition, that there is no drinking water neither irrigation water. People use water from a well. She also asked whether it is possible to build a feldsher-midwife station in the village. To her question, the village leader answered that, near their village, plots were allocated for residents of Suzak and Yrys municipalities Suzak district for the construction of houses. New villages are forming. The leaders of the three municipalities agreed to build social facilities together In the future, they will pave new roads to new villages, do all the good and useful work.

Atakhanova Mirzayim, a member of the Ak Tilek SHG, raised the issue of floods in the village, and socially vulnerable families. Erkulova Rano, a member of the Baychechek SHG, asked for help for the maternal school she opened in her home. Because 35 children are brought up in a preschool educational institution, there are problems with paying for electricity and inspections by the environmental inspectorate. She would like the municipality to assist her in streamlining the documents. The head of the village replied that this issue should be considered legally. Besides, a personnel issue was raised, the lighting of internal streets, construction of mudflow irrigation ditches, and not large schools in villages. He noted that all the issues raised by activists are relevant, henceforth expressed his intention to hold such round tables more often.

The next roundtable interview was organized by the coordinator of the WPU Erayim Kishimzhan Boronbaeva. She noted that initiative work will continue to address local, not big problems. A meeting of this nature also took place in the Bazar-Korgon municipality. Amirbek Atakulov, the accountant of the municipality, answered the questions of the assembled people. It should be noted that this municipality is a district centre. The multinational people of more than 40,000 people live here. It also has better social infrastructure. As a district centre, people daily arrive from different parts of the district to the central bazaar to purchase daily consumer goods. According to representatives of the local population, prices for goods are much cheaper compared to other regions. Therefore, people come even from neighbouring areas. To date, the issue of transition he village to urban-type is acute. He first dwelt on the work done by the village municipality. According to him, the municipality has 10 elementary schools, 12 kindergartens, and 1 FMS. A district group of family doctors work in an integrated hospital. There are also several service facilities. The rural district does not stand on subsidies but has the possibility of self-financing. Therefore, the annual budget reaches 67 million soms. In the new year, the goal is to reach the 70 millionth budget. ‘If we manage to make a budget of 70 million soms, we will be able to carry out some construction works,’ Mr Atakulov began his speech. ‘This year, a lot of work has been done. Roads asphalted 60 km in length. 3 million soms were spent on street lighting. Two kindergartens were built and commissioned.’- he added.

- As noted above next year, the village of Bazar-Korgon may receive city status. This issue was considered at the next meeting of village deputies, after approval of which it was sent to the higher authorities for consideration. If the issue with the status of the city is resolved, construction work will also intensify next year. Along with the main streets, internal streets are also put in order. In short, conditions will be created corresponding to the status of the city, the central bazaar will be also put in order. With the help of the Development Fund, two garbage special vehicles were purchased. These techniques will be used sparingly to keep the city clean. Two kindergartens will also be built. Internal streets will be tidied up with the help of the republican budget. A housing estate called “Uch Emchek” will appear, since there was an acute issue of land for the construction of housing, measures will continue to provide young families with land for the construction of houses. Various events will be held to strengthen the friendship and consent of peoples. The people of this rural district are very hardworking and peaceful. Therefore, such positive shifts are observed, he noted.

- After the information provided by the specialist, the participants at the round table asked their questions and received corresponding answers. The issue raised by a member of the Nasaatchi SHG Duyshonkulova Zhamal was significant. She works in Joomart Boknobaev boarding school. This school is funded from the republican budget. But the teachers who work in this school, although they live in villages, pay taxes here. Also on professional holidays and in other red calendar dates, the municipality management forgets about them. She asked at least to award them with honorary sheets in honour of professional holidays. They answered her that this question was raised correctly, and that attention will be paid to this at the next holidays. Tashbaeva Baktykan also noted that there is no kindergarten on the side of the district hospital, children of this street do not have the opportunity to go to kindergarten. The specialist answered that there is no need to build a kindergarten in this street. They said that this issue should be included in the plans for the next year. There are 12 kindergartens in this municipality that cannot cover all the children in the villages. They cover only 40% of children. So, more preschools for children need to open. In this state of affairs, Erayim helps to create maternal schools. 10 maternal schools are working in the municipality. Five of which are included in the budget. Private maternal schools are continuing opening. The coordinator for maternal schools, Dilfuza Nazaralieva, raised the question of how to support maternal schools. It was said that such meetings of the nature of free communication, significant problems, urgent issues need to be organized more often.
